SITE EVALUATION CRITERIA
CULTURAL LANDSCAPES ARE PROTECTED: The degree to which a site will be screened or is invisible from interpreted points on the battlefield park. NATURAL RESOURCES ARE ENHANCED: The degree to which occupation of the site would encourage restoration, preservation or conservation of natural resources that support the Gettysburg battlefield and its ecosystem.
THE VISITOR'S EXPERIENCE IS STRENGTHENED: The degree to which the occupation of the site will enhance the visitor's experience, link museum experiences to the parles on-the-ground resources, and strengthen educational opportunities.
NEW FACILITIES ARE ADEQUATELY SCREENED: The degree to which the site's enisdng vegetation and/or topography provides opportunities to buffer new development from National Register listed or eligible resources.
FACILITIES WILL BE EASILY ACCESIBLE FOR VISITORS: 'Ihe degree to which a site is accessible from the major roads used most often by visitors coming to park facilities and the battlefield.
TRAFFIC DISTURBANCES WILL BE MINIMIZED: The degree to which a site's location minimizes the impact of traffic on surrounding communities and sensitive resources.
EXISTING NEIGHBORHOODS WILL BE PROTECTED: The degree to which occupation of the site protects existing cohesive neighborhoods (as defined by criteria established by the Adams County Planning Commission) from significant traffic congestion, noise, or other substantial adverse impacts resulting from the site's use.
EVALUATION CRITERION 1: CONSISTENCY WITH THE NPS GOALS. Degree to which a proposal's concept, including any Related Facilities, is consistent with the NPS Goals.
EVALUATION CRITERION 2: PRESERVATION OF THE BATTLEFTELD AND ITS RESOURCES. Degree to which the concept proposed is appropriate and sensitive to the cultural and natural resources of the battlefield and the community. Degree to which the concept proposed win assist in the preservation of the parks collection of objects, artifacts and archives.
EVALUATION CRITERION 3: ENVIRONMENTAL STEWARDSHIP AND SUSTAINABILITY. Degree to which the concept is consistent with NPS objectives set forth in Guiding Principles of Sustainable Design. In particular, the degree to which the proposal shows respect for the Complex's setting and a commitment and willingness to create sensitive design solutions that foster a Complex that will become a positive catalyst for preservation and a lever for appropriate development of surrounding areas.
EVALUATION CRITERION 4: SITE. Degree to which a recommended site meets the site evaluation criteria and site requirements.
EVALUATION CRITERION 5: ORGANIZATION AND MANAGEMENT APPROACH. Degree to which a cooperator's organization is adequate to undertake the proposed partnership concept, including the legal form of the organization, its structure, and its relationship to other affiliated entities, contractors or consultants identified in the proposal. Degree to which the cooperator's mainagement approach will assist in achieving the NPS Goals.
EVALUATION CRITERION 6: PREVIOUS EXPERIENCE. Degree to which a cooperator's qualifications and previous experience demonstrate the ability to carry out programs of similar size and scope to that described by the cooperator's Concept and Strategy. Degree to which the cooperator can demonstrate success of comparable undertakings, especially in relationship to overall quality, economic success, and successful operation, management and maintenance. Degree to which the cooperator can demonstrate a proven track record of timely performance on projects. Degree to which the cooperator can demonstrate technical competence, innovation and creativity of staff and professional consultants.
EVALUATION CRITERION 7: FINANCIAL CAPABILITY. Degree to which a cooperator demonstrates the ability to provide equity capital and to otherwise secure funding, including relationship with major lenders, if applicable, and funding for the ongoing maintenance and operating costs of the Complex. Degree of reasonableness of estimates made to support a cooperator's concept, including new construction costs, building renovation costs, operating expenses, revenues, and net income. Degree to which the proposal will generate long-term revenue to support both the operation of the Complex and the long-term protection of the paries resources. Degree to which NPS costs related to the Visitor Center/Museum Facilities in particular and the Complex in general are minimized. Degree to which a cooperator demonstrates the ability to secure comprehensive liability, property and other insurance necessary to implement its Concept and Strategy.
EVALUATION CRITERION 8: COOPERATIVE AGREEMENT. Degree to which the terms for the NPS cooperative agreement sought by the proposed cooperator are beneficial to NPS and favorably reflect the NPS issues of concern.
EVALUATION CRITERION 9: INNOVATION AND LEVERAGE. Degree to which the proposal suggests innovative methods for reducing the costs associated with the Complex, including the ongoing costs of operation and maintenance, and provides leverages to benefit conservation and preservation of battlefield resources.
EVALUATION FACTOR 10: FINANCIAL BENEFIT TO NPS. Degree to which the proposal is financially beneficial to NPS.
